When you respond to the consultation, you are required to give your name and address when you respond.
Each consultation that the council and councillors consider in a meeting is framed in terms of a question. At the end of a debate, that question is "put" by whoever is chairing the debate (usually the Chairman) to the councillors. At first, however, the Clerk will indicate whether respondents agree or disagree by stating "aye" or "no", when invited by the chair of the council. When it is clear what position the respondents is, then the chair will declare that either the ayes or the noes "have it" - in other words, that a particular side has won. The question will then be motioned to be "put" to the councillors to decide by a simple majority.
